Following the theory of cartoon film conservation, I do believe Mr. Owl stole that pie from Cooper or Daisy, who are standing slightly to the right. I can see them blinking in surprise at the suddenness their pie was stolen.
I think the question we're all asking here is, "What kind of pie is it?" I mean, he could have a nut allergy and this is just the ominous preview of the next strip wherein he literally 'fights the pie'.
