I think what I find most amusing about this is where it appears. The authors did not feel that this point bore mention in the main text, but found it so important as to prevent its exclusion, thus, Appendix F.
Although now that I think about it, if the Cybermen had been given an opportunity to reply, it probably would have been a sarcastic response along the lines of "So that's why there's 4 of you and several billion of us. Makes sense."
I must confess, however, that although prudence dictated that I take the side of the Cybermen in our brief quotation, the Daleks have always been a personal favorite for one reason:
