I suspect that Mr. Owl wasn't speaking owl, and instead was trying to speak alien language. They did, after all, come down in a rocketship-escape-pod-with-a-parachute.
If, however, this is owl language, then it must be hard to decipher which words are which.
"Hoo huhoo!" "Hoo?" "Hoo, HOO!" "Huhoo, hoo hoo huhoo hoo?!" "HOO!"

I like the fact that your comment implies that two children that came out of a space capsule can speak perfect English and teach it to an owl. Now what would be really freaky is, if this comic is from the point of view of Daisy and Cooper but in the present, they, and everyone else, speaks hoo, or as you would say, Nutella, which is obviously an offshot of Esperanto.

No, silly, Daisy and Cooper both learned to speak Hoo (or Nutella) as their first language. Everyone else speaks it too. Up til now it's been translated into English for our convenience, but now Driscoll's illustrating the point for us.

Mr Owl obviously thinks the kids are Owl babies. He's probably just trying to find out which owl dialect they are used to.

I think Mr. Owl is suggesting that he has stuck his mouth shut with "Hoo", and subsequently can only speak with his mouth shut - hence the "hoo" sound.

Actually, I think he tried a friendly game of charades first. He only took them to his house and showed them the Nutella after they lost round one:
"3 syllables; first syllable sounds like 'hoo'..."
Panel four clearly shows his frustration when they won't even try.
